I'm a bit confused, and also are these VPS just pieces of crap with substantial downtime and other technical issues?

 

How can you be confused? He clearly states you could either simply use the VPS yourself, as your recieving it at a very low price.

Or

You could buy the VPS's and then set up a VPS service lending them out to other people as the running costs would be very low and you could sell them on for higher. Or start a botting business as they support bots and again running costs would be low.

Just to give people a rough idea of the price of a VPS, normally a very very cheap 2GB VPS would be $10 per month. Although it's hard to find them at this price and can range up to around $15-30 per month.
