Fix the announcement

It's a bad idea to cover up the old announcement that said a Sythe PM is required for Skype confirms. People keep getting scammed.

The solution:

One global announcement with title:

MASS HACKINGS: Skype trades REQUIRE a Sythe PM [Updated MARCH 25, 2013]

body:

Due to the recent spate of hackings, we now require a SYTHE PM confirming the Skype you're talking to in order for a scam report to be considered valid. This new evidence is required on top of the current scam report requirements.

Here's the list of currently hacked Skype accounts. Do NOT trade anyone claiming to be:

Busta305, RSultimate, King Tijn, Rskingp, Jack Goff, Elena, and Nytrix Karlrais', Dave,n4n0_sythe, prod.sythe

Change the update date and put the newest hacked on top. If people read the title message, no one will scam them.
