[paypal] buying accounts . !NEVER members/recovs!

First of all,
I only use paypal. I can claim/cancel.
OFFICIAL MM must be used. unless you want to go first(highly doubt it xP)/or are very trusted IN MY EYES.

Secondly,
The account must have never been members, and never had recoveries.
no exceptions.
