why my pardon request got denied ?

Hi dear!
I just want to know why my pardon request got denied even after resolving all why they have still deny my pardon request if this is a way to deny request then no one should pay any depth to any 1 they should just scam others and then make new acc etc. and repeat the process again and again. bcz i can see that, you just discourage me for doing good if you give me a chance you gonna see a better services provider in this community but you really have discourage me about that. i have wait around 2 months and the only problem was that i was unable to inform my customers that i'm gonna train their accounts with my mate.
