Why does it matter if gifting accounts have IP?

So I'm coming back to LoL after a bit of a break and I see people selling gifting accounts. At the same time, I see no one selling RP cards.

1) Why does no one sell RP anymore?

2) When a gifting account is sold, why does it matter how much IP they have? You can't give with IP at all can you?

 

No, you can't gift IP, but you can use it to start a smurf. Easily buy a bunch of champs and rune pages.

Nobody sells RP because of the current RaF problems, where many accounts are getting banned or rewards removed. That was the best method. After this pans out, we may see new ways emerge for cheap RP.

 

Welcome back I'm starting up as well. Been playing for about 2 weeks now.

1) Big problems with the RaF program. Many accounts are getting reset, banned, or having things taken away.

2) As Blade stated above, IP can be used to purchase many things necessary for a Smurf account. i.e. champs, runes, etc.

 

Nope, but handy to buy champions etc. as IP takes a LONG ass time to farm so X amount of IP on the account can differ the price

The only reason it was sold was people could get it cheap from the RAF programme. But now Rito has been on lockdown, accounts are having there rewards removed, and worse even banned.
