That IP address is a TOR exit node, meaning literally anyone could use it.

The user Dom Mazzetti was banned for using it. Dom is a reputable member of the community, and that is just his trolling account. I know who his main account is, and some staff members do as well (he was previously banned for ban evading but cleared it up). He doesn't want his main account known - but I can guarantee you that this guy doesn't even know how to DDoS or boot - nor does he have any reason to use it against Blues.

 

I must agree with Dialatic, that IP is not enough evidence in itself to warrant a ban on Dom. Looking for other moderator input.
