[Experienced] Looking to purchase a starter zerk [Experienced]

[Giant Mole]

As the title says, I am looking to purchase a starter zerk account.

What I'm specifically looking for:

Barrows gloves/Skill requirements for completion of the quests.
Noticeable utnradeables; defender/torso/fire cape, not required.
94 magic IF possible.
Base combat stats of 60+
Defence and Prayer fully quested. (45 Defence/55 Prayer maximum.)

My budget is $100-150, if you are NOT trusted then do not bother. I am not deeming myself trustworthy but I'm not going to have my time wasted.
