RSPS Toplist & Forum: Official Project Thread

I have been deciding on creating a new RuneScape-server toplist and forum website with a tools page like popular sites available.
I'm willing to buy a homepage, ip.board or vbulletin and what not but im looking for a team to help out and such.

I might need someone to build me a toplist and tools page though. I can work with graphics etc.
