I have chat logs, but apparently, that isn't solid proof... whatever. I'm currently talking to this guy over MSN, but he is refusing to give me the Steam account info. He refuses to give me the information because my payment limited him on paypal. He is unverified, and seems to have no knowledge of Paypal at all. He blames me for the fact that he is limited.

Also shows he is unverified/limited. He also refused to refund my money. I have chat logs, but...
