PA takes FOREVER to refund

So I paid for an order, but the payment method was rejected by their 'risk management system' but the money had already gone away from my (bank account) meaning that the money had already gone away to the receiver (PA). But the order was STILL cancelled.

When I contacted them they told me they were not responsible, but they payment provider and that they needed to wait for their approval of refund.

It took me FOREVER and like 6 e-mail in order for me to get my money back.

And I had a disputed order with the same seller, and I still haven't received my money yet and it has been 3 weeks almost!
