Download Via Php?

I found this link..

I don't know how it works but when you click it, it downloads the file to Temporary Internet Files and opens without you doing anything. I would like to know how to do this please somebody.

EDIT: it only seems to be working when it opens in same window. if you type in the link it'll do it. But if you click it, on the website click 'Download Download this torrent!' i think.
