paypal question need help please

so i sold this guy 50mill and he sent me $40 like i asked him but i dont know what happened or what he did i didnt get that $40 on to my account but it says i have to pay $40 instead of recieving $40 if you want more details or know whats going on can you help me out because i gave the guy the 50mill because i thought the payment was going to complete in 24 hours but i dont know what happened heres screenshots of it

 

He sent you a bill instead of sending money. He either scammed you or did a legitimate mistake.

No... You might want to do one of two things at this point.

Contact him and get your money
or
Scam report

Looks like he sent you a REQUEST for money rather than actually sending you money. In conclusion you lost the mils, and you're out another 40 dollars unless you do something about it. First off, file a scam report, and secondly contact Paypal.
