    This is true. Unless they are well connected its going to be pretty hard to buy explosives or even make enough of high enough quality to blow up a bridge.

    I think it is a little bit of both, though they were incredibly stupid and clumsy about it the FBI did a good job. I recently was confronted by a FBI agent after the purchase of some chemicals that I am using to make a home made rocket. Nothing illegal, and the agent was actually nice about it.
