Dispute?

well, first of all, i was temporarily banned.. then i got unbanned and now im perm banned..
The dispute goes towards a deal i had.. I was to receive 60m coins within 48 hours, after those 48 hours had passed, i had received 0...
I therefore made a chargeback to get my money back - thats what im getting banned for? I made a chargeback because i wasn't getting what i ordered...
