Wtf! how in the hell (runescape recovery)

I recently bought a 121 and everything went fine. i set recoveries and put an appeal (to see if recoveries and stuff works) and it worked! recovs was off and everything. i recently got hacked so im like w.e i can get back. so i put in all the info and wait. when i check my request it says everything is denied. even reocverys which i set.prev passes etc.? is that possible can someone earse all that. i believe its the internet explorer hack but i dunno if its possbile. or could it be CAPS LOCK? its super werid help plzzz.!!!!!!!!!

When you buy an account,
First thing you do is pay membership with PayPal,
Then try reset recoveries and password stating the PayPal Email you have used and your new Ip address. I have personally bought an account and It hasnt been recovered using the mthd that I have listed above.
