Close any external programs you do not need. Run CCleaner and Defrag your computer (will clean PC for faster performance).

Defrag is installed in the Computer already.
CCleaner will need to be downloaded.

    ^Yes.
Also there's a program called "gamebooster" or something, that backgrounds every unnecessary process during gaming to boost the speed of what you're doing.
Play on the lowest quality possible.

One simple suggestion, if you haven't already done so, is to turn the graphics down to "min". Also, how much RAM do you have? It helps to have 2gb+ of RAM and a decent internet connection as well.

Try rebuilding your PC, should clear out any spyware that is slowing your computers performance down.

When your RuneScape client is loading, spam click the 's' button, in order to enter the safe mode. ;)

What are the specs of your PC? If your computer is simply too slow to run Runescape, there may be no help other than upgrading your hardware or your whole system.
