    hello, so I'm trying to sell my account, and i have an offer.
    but im not sure if he is able to do a paypal chargeback or not.

    They can always do a PayPal chargeback.

    There are a few guides on sythe.org on how to avoid fraudulent payments/lower the risk of chargeback.
    Here's one for example: How to Avoid Frauded Paypals

    The bottom line is that you should accept PayPal only from a person you deem trusted.
