[Denied]Disallow misuse of threads/advertisement

I would go more into this but I believe it has been mentioned many of times and dealt with too, it would seem many users are still doing it. Examples I can give is, if you're not a moderator and you're using "mod" or "moderator" in the title, or other ranks of which are not yours it gives false sense of trust.

Also the fact of allowing users of who do not own the business to make threads on behalf of them.
