Whats the deal with "spying" on penguins?

What exactly do you have to do to get the points and exp and all of that. And do you get to choose which skill you put the exp in? Does the exp vary depending on your lvl or the points you have?

Because if its worth it I want to try it on my skiller to get up Slayer and skills I don't like..

 

I really dont quite know what jagex's obsession is maybe they have secrets about the U.S Government

You have to find penguins around rs and click spy on them. You get 25xskill lvl or 6.5k.Theres a thread for the locations, alothough they change weekly.http://www.sythe.org/showthread.php?p=3575160

 

no!!! ive seen 2 of the penguis at bandits... i just left them alone lol.

 

There was one north of Goblin Village not far from the ditch. I got to admit it was one of the oddest things I've seen while doing a clue scroll.
