I would assume that you have to purchase the item(s) that you forgot, off of them.

So they probably charge you a few K (or more, depending on how expensive the item is) over market value of the item they are bringing. Just enough that you'll pay the price but not so much that you get pissed off and go and get the item(s) yourself. Thus they can say that they aren't charging you a "fee" since the actual fee is built into the price of the item.
