Lol wow, never seen that before. Maybe you tried to recover the wrong account and whoever typed that noticed it matched your real acc?

 

The story behind this is that the account was hacked twice in a row through various methods and Josh logged into it... Jagex tends to lock every account he touches due to his actions against J-mods (too many to list).

 

Happend to me soo many times when I was keylogd :L
