CookieMonstar is a ban evader / Healerr

So I'm almost 100% positive this guy is the same guy who scammed me not too long ago. It seems he's going to keep coming back and he's going to keep trying. But it's obvious it's always the same guy. Please be wary with him.

Why you think they are ban evading (just an IP audit match is NOT ENOUGH!) :
In short, this is the exactly the same guy who scammed me a while back.
- Threads are in the same style.
- Birthdays are in the same year, same date but months apart, they're throwaway accounts.
- The style he uses in Discord is simple and neat, he offers to make it a legit 'trade' by giving phone numbers and so forth, while evading all the most important questions.
- Pictures he shows are vague, but they are the same in both threads
- Healerr's account, thread titles were the same too
- Same account, but now sold by CookieMonstar
- banks are mostly the same but reshuffled. The pictures are the same but with slight differences here and there.
- I don't know if the account is actually his or not, but it is obvious he is using the pictures or the account to scam with.

Could be a coincidence, but honestly it's too obvious in this one. Shuffling around/collapsing bank tabs. 613 and 615 bank spaces filled, etc.

So he made a skiller/pure and bought Armadyl and other things in advance.
Yet now his account is completed and he still has the gear he will never be able to use
He shows old fuzzy pictures of his account having all the 99s before doing the combat parts, so why even buy the gear in advance. Serpentine Helm is just strange on such a pure.
Is hesitant to talk about the display name because it would impede his account safety
Refuses to PM me ingame for proof, wouldn't send message on Sythe.
Shady behaviour regarding paypal/not knowing how it works.
