SwitchPlay - TwC/Ban

I was MMing a trade for SwitchPlay and Maeroes, and Switch was using a CC to upgrade the account. Since I understood that he did not want anyone to know his card number, the buyer (Maeroes) said it would be alright that he could go on and upgrade the account, while I hold the RSGP. I received the GP, then the buyer gave the details to Switch, and Switch went unresponsive. He comes back saying he upgraded the account, which he didn't. Once I confronted him about it, he instantly signs out of Skype.

This probably warrants a ban for attempted scamming, but if not, it would at least warrant a TwC. The full Skype conversation is available upon request.
