I Deserve a refund (OPEdge)

I purchased a League of Legends gifting account 1/27/2015 for $40 USD.
When advertising, they stated the account came with 17k RP and some IP.
I bought the account and received it instantly but it came with nothing as described so I asked the guy whats up with it and he said Id have to wait 72 hours for the referrals to process.

So I waited, checked back in 72 hours, league of legends referral page was down for maintenance. So Today I checked again it was finished doing maintenance but the referral system changed and you no longer get any RP and all you get is 1k IP + a skin for 5 referrals. I feel like I just gave them $40 USD for absolutely nothing, I saw none of the RP I was promised so I opened up a dispute on paypal and got that closed instantly. so I came to ask if this deserves a refund..

I sent them $40, I never saw anything I was promised.

 

Yes, it does.

They advertise the RP from the referral system when they know it would be changing.

I'll give them 48hrs to respond to my pm to agree to a refund.

This thread can be closed for the time being. Riot left a notice saying they are auto redeeming rewards from 2.0 in the next few days. If things went well I will have what I paid for in a weeks time.
