I have an ironman that needs a firecape, however the normal gear isn't as easy to get.

I would like to know what someone would charge for an ironman account, with these stats and items:

-80 range.
-80 hp.
-75 def.
-65 prayer.
-broad bolts instead of karils bolts (with rune cbow).
-any amount of sharks/prayer potions, instead of super restores/brews.
-power ammy instead of glory/fury
-black dhide set

So the big question is, how much with these restrictions?

Price depends on range/def level, in your case it's 6m. For an iron man it just depends on the x amount of supplies that are available. With restrictions included i'd probably say 2-3m+ on top of the 6m just cause rune cbow slows down the firecave run.
