This alone is going to be more than your budget.

I could make you a site but we would be talking around $1,500 all said and done. I would have to gather more business requirements and such to give a better price estimate.

I'll tell you what though, you're not going to get this for anywhere near your budget. Hell even with a wordpress site you'd be looking at more than your budget.

 

I'd be surprised if anyone was willing to do this for $50-$200, you might find someone who does it but I doubt it would be near quality.

Your best option is probably to make something in Wix or Wordpress.
