Does jagex intentionally overprice things as a PR stunt?

I was just thinking, does jagex sometimes intentionally introduce content with a major flaw, just so they can sweep in and fix it and claim they were listening to people's concerns?

For example, Summoning, when it was first released, shards cost 50 each, which, is quite a lot of money if you happen to need 200 shards for basically pouch over 80. Now, almost as soon as the skill was released there were loads of people swarming the forums demanding a change. and within just a few days, no only did Jagex halve the price, they also reimbursed people in shards for all the extra costs incurred.

But, this wasn't the only time they have done something similar, consider Dungeoneering, where originally Chaotics required 400k tokens and were unobtainable until level 87, however, within a couple days people had petitioned jagex and the prices were again halved.
and again, recently, they dramatically reduced the costs of points required to get rewards from livid farm.

Now, I know it might sound like a conspiracy, but if they were willing to so dramatically change the prices (halving them is a big deal) it seems rational that they would agree the prices were excessive, and if they knew that they would have realized that before release. This begs the question, did they do it intentionally just so they could claim that they were listening to the community? Everyone should know that they don't have the best track record for listening to the community on a lot of things.

Idk, I guess I just wanted to stimulate some discussion.

    TL;DR: read the post...

I've thought about this a few times. It's quite likely that they have done this. Also 80 is a lot neater than 87, seems unlikely they'd decide that you'd have to get 87 in a skill to use the item.

They make the game fairer and its times like these jagex actually listen to the people. 200k is per chaotic is a fair cost for such a good weopon, but you also got to think about the Pkers that lose them, would 400k be worth PKing with a chaotic weopon ?

yeah, i agree it's a better price, but i'm saying that they realized that before they released it and bumped the price up so they could lower it later.
