CGI took payment and ghosted

Explanation of the trade:
Saw post that he was selling a TOA ready account in the OSRS Misc Accounts section, so I reached out to him on Discord (after verifying that the unique IDs matched) about the account. He gave me a price point of around 170 USD, which I politely declined as I have other sources on much cheaper accounts of similar caliber. He came back with a much lower price (85 USD) to be sent in the form of LTC, which he provided his wallet for in the screenshots of our convo below.

How they scammed:
After hearing that I was sending the money, I received no response from him after that. Gave him several chances to respond or come through, but he sadly hasn't and I don't believe he will.

I've given him over close to 2 hours to respond and come through, and aside from me seeing his start to type and stop, he hasn't responded. Hopefully we can resolve this here.

@Kanye i don’t believe CGI will respond. He is constantly online, idle, and playing runelite on discord, but remains unresponsive.
