    Yes, you can have as many chaotics as you like as long as you have the tokens to purchase them :)

    You can have as many as you want, but once people have like 3 of each they just usually use their tokens on xp or other rewards.

    You can have more than one, but each one is a new 200K tokens, and will cost the same to repair, I'd save your tokens for the EoC when you can get an offhand rapier.
