Can't go to powerbot.org

When I try to go to powerbot.org a message comes up that says "oops google chrome could not connect to powerbot.org" It has been like this for many months, so it isn't just the website. I've tried on several different web browsers and they didn't work either. I've also tried at my friends house on the same Ip as him and it wont work on my computer, but it will on his. I don't know why this is happening... I've heard It might have something to do with filters but i don't know if that's it for sure or how to mess with that... If any1 could help that would be much appreciated Oh also my computer is clean as far as i know so it shouldn't have to do with any viruses.

Parental controls?
Blocked websites?
Banned?

 

I don't think I'm banned because i tried it on my friends IP, and it still didn't work. It's not like im typing in my account and its not working, i just cant get on the site. how would i check blocked websites? and this is my computer but i guess could check parental controls too, where is that?

 

i just used a proxy and i got on the site. So that's a temporary fix but what would that indicate?
