Can you make a client play offline?

HI, recently ive moved house and since stupid ISP's take forever to set up ive been deprived of the internet but i really want to play RS.
Ive downloaded Mopar v3.2 and clicked on "start server" so i can play offline but the game is full of bugs and i can only spawn older items and there are no new features. I was wondering if theres a way around this.
I am speaking from a internet cafe right now so i just want a way to play RS offline without bugs and with all the new features.

Can anyone help??
