Can we Restat?

I am just wondering this may be a stupid question but I don't know the answer I just saw an amazing pk vid and I wanna be just like that guy, but is it possible to send Jagex a message saying you want to restat? Like for ex. I wanna give up my 70 def ect so for 1 def is that possible? And if you tell me to send jagex so and so's email to send them my password, I am not a dumbass so don't waste your time trying.

If it was like that everyone would get 99 attack and 99 strenght but then get 1 attack. It would be awsome, but abused to the maximum.
