How to add a control panel to a VPS?

I have some vps but in order to sell them I would like to see if I could install them a program like those that come to you when you buy a vps, where you can turn off or on, or reinstall the OS.

Apart from that I would like to now if there is a way of manually installing a linux OS on a vps without ftp access.

Well when you buy a vps it gives you the option of adding a cpanel license, so that is not what i am looking for because most vps suppliers don't provide cpanel, I am looking at all what type of program do I need or just what is it that I need to do to offer a control panel for your vps on my website?
