Legally sure, but can they prosecute individuals? No, it's too expensive and time consuming. Same reason why downloading music is illegal, but they'll never come after you unless you upload hundreds/hundreds of thousands of songs.

Your breaking JaGeX's TOS, your not breaking a law. It is not Illegal to sell RS gold, although you do run the risk of being banned / ip-banned off the site, which is very unlikely. Your completely fine selling RSGP here tbh.
