They're basically just firing shit at the moon to find water. Its not the best idea in the world but whatever, everything is fucked up already, just fuck it up a little more.

We have reason to believe that there may be ice on the moon seeing as it is made of the same substances as Earth is. So we are firing a "thing" (I don't want to say rocket and I don't want to say rock) to create a cloud of dust. Then, through spectroscopy, we can measure what rays of visible light are absorbed by the cloud. Each element absorbs a different ray so if the rays for Hydrogen and Oxygen are missing, we can conclude that there is ice on the moon. If that's the case, we have a source of energy and water to create a temporary base on the moon. As I already said, it is made of the same substance as Earth so there iron and gold on the moon which is becoming rare as we mine the last of it from our planet.

 

There is absolutely nothing wrong with what they are doing. They're not messing anything up at all.
