New RS buying/selling board.

Once RS' trade limits are lifted, a new board should be implemented to allow for buying and selling RS items for no in-game cash, just IRL money.

Even if the tradelimit is taken off from the game, it doesnt change anything. We have marketplace which contains Gold section and item section. People can just state in their thread if they are selling just for IRL money, or want some ingame money aswell.

I dont think we need another section for that.
