Buying someone to make me a professional website banner

As the title says I am after someone who can make me a very good detailed Website banner for my website. If you can show off some design's you have done earlier it would make me more comfortable to hire you.

What needs to be done:
-Banner title is to be Professional Gamers League & PGL also somewhere on the banner. ( if you can make a very good creative logo with PGL I will be paying more)
-Banner needs to be 760x240 as .PSD format
-I want fantasy like wing's like Tyrael's from Diablo2's wings around the Profession Gaming League title, taking up any idea's you present to me also.

My Budget can vary from $30-$100 .

I want to work with someone that will provide excellent customer service; this includes providing good communication and keeping me updated on the project, making revisions until every detail is perfect, and doesn't mind helping me and answering any questions I may have. I also may have more graphic design projects in the future for you if we like working together.

Preferred to talk to each other via steam or skype.
