I believe he means give a vouch copy to a trusted member of the community , so they can verify the lure is legit.
Make sure its someone who's trusted with a ton of vouches though.

 

I read a copy of this method and I could say this method works but you would have much much more fail attempts than successful ones. I would never try this as a way to make money but nevertheless it works.
