Buying Jagex account with only 1 account on it safe?

I know that legacy accounts added to a Jagex account can still be recovered.
However, if I were to buy a Jagex account that only has the 1 character on it, is that still a possibility? I'm assuming yes but not sure since it wasn't technically added to an existing Jagex account.

 

Jagex accounts can definitely still be recovered by the original owner, especially if the character on it was previously a legacy login. Best thing to do is always make sure you're buying from a trusted seller.

There's no such thing as "safety" while buying accounts.
