Tuffy is a scammer

just scammed a red party hat from me. if a moderator or someone can ban his account, or give me some info on to how to get this guy back, then that would be greatly appreciated. I have his paypal email and name so if I could use this at all to help me find this guy then that would be great. Any suggestions
