Need PC help! if detailed and work's ! i pay

Ok, so i have 2 pc tower thing's (im useless with pc's) my other tower was turned of to fast, not shut down just turned of and now when i turn it on, it load's black screen say's start window's in safe mode and other stuff....

i click any of them and the screen where you get a window's logo and the loading bar underneath it once on there after about 4 second's it loop's back to the black screen saying start window's in safe mode and what not??

Now im told putting in a window's start up disc will fix this? i don't have a window's start up disc?

Anyone tell's me how to fix it's or anything i can download and put on a CD and then put in the other pc and that fixes it! or what cd will actually fix it.

I have a few doller's in paypal like or i could get a runescape membership pin for you! so anything would be really appreciated!
