buying program that copys\downloads tabs from ultimate guitar paying well

not sure what kind of task this is but I need the following program created.

key features.

-Download the highest quality tab available [ indicated on a 5 star basis]

-smart detection to make sure it doesn't download multiple of the same tab.

- if all thats available is a notepad tab then have it be able to highlight the page and copy\paste it to a notepad and save it the name of the song.

-organize the tabs by band names in folders

-have a cut off limit on when to shut down.

- user friendly is always nice as well

Please let me know how much you would charge for this and how long it will take you. at this point I'm willing to pay pretty much anything at this point for a program to do this. I will be asking for some form of proof of the programs existance and that it works before I buy it. I am willing to go first as long as you're legit.
