A few requirements:

must have 95+ pray
must have 94+ mage
must have at least most major quests done
at least a decent bank (100m+ preferred)
must have good combat stats (doesn't have to be completely maxed)

Preferrred:

high Summoning
high Herblore
80+ dung is a big plus
high slayer
