$20 dollar Paypal gift card offer

So, recently I received a $20 Paypal gift card from a my cousin for a birthday gift and I was really excited to use it ( Since I play quite a few MMO's). The bad news is I don't have a Paypal account and when I tried to make one they needed my Social security number and wanted me to fax my birth certificate?!

I was hoping Someone would be willing to trade something else of equal value if not a bit less( since you're willing to go through the trouble to do this). A steam gift card would preferred , but I'm willing to accept anything appealing.
