This is not true. If you're trying to buy Map Packs, that will not work. I had tried that in the past buying World at War Maps. I had an american account, but seeing as I live in Canada, it would not let me fully download the maps.
This is due to Map packs being region limited just at MSP are.

Just a heads up.

 

iv also done this before with halo and cod4 maps it worked fine.. :\
