Well in his trading picture, he is offering a cabbage and someone else is offering a Blue Party hat, therefor it is most likely not him.

Also in his bank picture, the party hat looks very messed up, while all the other items look very clear.

I'm not saying he doesn't have it, but be sure he verifies it in game. Also, remember that if the offer is too good to be true, it probably is.
