Why you think they are ban evading: IPs match, all of these accounts have the same interests (RS/Xbox), and he uses repetitive phrases between accounts that haven't been used in years by any other user aside from the ones that match his IP.

For example:
osrsxbsales saying "do you have any contact information", "im interested do you have any contact info"
johnsonn109 saying "Do you have any contact info", "Hey do you have any contact info I'm interested", "Do you have any contact info?"
