Up to something shady as hell

First off if I accepted a picture on msn it wouldn't take me to a site, he said that picture was proof of sent, but he then says he never sent obviously a scammer.

Briefly explain the trade: Rsgp for paypal
How they scammed: Lied about sending payment then tried to play it off as he forgot to but he faked the part where he actually sent it. As in like 116$ has been send to this email.
