Bottom two SEC teams better than bottom 2 ACC

Alright, I am in study hall and we just got into an argument over whether or not what you believe are the last two teams in the SEC are better than the last two in the ACC. Of course we even went into which is better ACC or SEC. What do you guys think and please answer both questions!
