Tazmanian Pka Lying w/Intent to scam

I'm pretty sure people have been banned for attempted scamming for a lot less.

The user told Cas that he had paid Thatnameistaken which was clearly a blatant lie as proven later on in the report, and did not pay Thatnameistaken until Cas threatened to ban him.

If Cas had taken the other route and believed Tazmanian's initial claims that he had paid, Tazmanian would have just walked away without having paid this money to Thatnameistaken due to the fact that he made this false claim.

He was clearly lying in an attempt to scam Thatnameistaken and while I understand the money was paid in the end it's obvious what Tazmanian's intentions were.

How Tazmanian managed to walk away from this without being banned or TWC'd is beyond me. It would be understandable even if he claimed he didn't have the money at the time and would pay him at a later date but instead he chose the path of blatantly lying in an attempt to get out of paying what he owed.
